Planning your Indonesia visa from Qatar starts with understanding one key rule: your passport nationality determines your pathway, not your Qatar ID. Whether you’re a Qatari citizen eligible for the 30-day e-VOA, or a resident holding an Indian, Pakistani, or Filipino passport with different requirements, getting it right is essential.

At Zafir Tours, we specialize in making this process smooth and stress-free for travelers across the GCC. Based in Doha, our team handles everything from visa documentation to travel consultation, ensuring you have the right visa for your trip. Learn more about us here.

Mandatory: All Indonesia Arrival Card

Every traveler, regardless of nationality or visa type, must complete the All Indonesia Arrival Card within 3 days (72 hours) before arrival.

  • Official portal: allindonesia.imigrasi.go.id
  • Mobile app: Available on Google Play Store and Apple App Store
  • Cost: Free (beware of fake websites charging a fee, only use ‘go.id’ addresses)
  • What you get: A QR code to present at immigration checkpoints
  • What it replaces: Previously separate customs (e-CD), health (e-HAC), and immigration forms are now combined into one integrated arrival card

Don’t leave this until you’re at the airport. Complete it before you fly. The system only accepts submissions within the 3-day window. Starting September 1, 2025, this digital arrival card became mandatory for all international travelers entering Indonesia.

The Most Important Rule: It's About Your Passport, Not Your Qatar ID

Your Indonesia visa requirements depend on your passport nationality, not your Qatar residency or ID.

A Qatar residence permit does not give you visa-free access or special privileges. Whether you hold an Indian, Pakistani, Filipino, Bangladeshi, or any other passport, your pathway is determined by that passport’s relationship with Indonesia.

Here’s what applies to the most common nationalities living in Qatar:

Understanding Indonesia's Visa System in 2026

Indonesia’s immigration framework has undergone significant changes in recent years. The current system is designed to be more accessible and streamlined, particularly for travelers from eligible countries.

The Two Main Pathways for Short-Term Visitors

For Qatar residents traveling to Indonesia for tourism or short business visits, there are two primary visa pathways:

  1. Visa on Arrival (VOA) / e-VOA (Index B1)

This is the most common and straightforward option for passport holders from eligible countries. You can either:

  • Apply online before travel (e-VOA) recommended
  • Obtain it at the airport upon arrival (VOA)
  1. C1 Tourist Visit Visa

This is for travelers whose passports are not eligible for VOA, or for those who want to stay longer than 60 days. It must be applied for before travel.

The 2025 Visa Classification Reform

In June 2025, Indonesia introduced a new visa classification system under Minister of Immigration and Corrections Decree No. M.IP-08.GR.01.01 of 2025. The new framework divides all visa types into two categories:

  • Visit Stay Visas (covering A, B, C, D, and F visa types for short stays)
  • Temporary Stay Visas (the E-series for limited and permanent stays)

The C-series single-entry visit visas now range from C1 to C22, each with specific permitted activities. The old B211A visa is now the C1 Tourist Visit Visa.

e-VOA: The Recommended Route for Eligible Passports

If your passport qualifies for VOA, getting the e-VOA online before you travel is strongly recommended.

Official e-VOA Portal

Apply through the official Indonesian immigration website: evisa.imigrasi.go.id

Why Apply Online?

  • Skip the queue at the airport — no waiting in long immigration lines
  • Use e-Gates — biometric passport holders can use faster immigration gates
  • Peace of mind — it’s confirmed before you fly
  • Digital record linked to your passport
  • No cash handling — all payments are processed securely online

How to Apply for e-VOA

  1. Go to evisa.imigrasi.go.id
  2. Register an account and verify your email within 1 hour
  3. Upload your passport bio page and a recent photo (JPG/JPEG/PNG, under 200KB)
  4. Enter arrival and accommodation details
  5. Pay IDR 500,000 with Mastercard, Visa, or JCB (3D Secure required)
  6. Download your e-VOA from your account once approved

Apply at least 48 hours before departure.

e-VOA Requirements

  • Passport valid for at least 6 months from arrival
  • Return or onward ticket out of Indonesia
  • Recent passport-size photo (for online application)
  • Valid Mastercard, Visa, or JCB card for payment
  • Address of stay in Indonesia

Holders of emergency, temporary, or non-standard travel documents are not eligible. Each traveler, including infants, must have their own VOA.

What's Covered

VOA (index B1) covers:

  • Tourism and leisure travel
  • Family visits
  • Business meetings and conferences
  • Government visits
  • Goods purchasing
  • Transit

It does not allow paid work or any commercial activity in Indonesia.

Validity Period

The e-VOA has a validity period of 90 days from issuance. This means you must enter Indonesia within 90 days of receiving your e-VOA. If you enter after the 90-day period, the visa is no longer valid, and you must apply for a new one.

Entry Points

e-VOA holders can enter through designated airports and seaports across Indonesia, including:

  • Soekarno-Hatta (Jakarta)
  • Ngurah Rai (Bali)
  • Juanda (Surabaya)
  • Kualanamu (Medan)
  • Sam Ratulangi (Manado)
  • Sultan Hasanuddin (Makassar)
  • Benoa Port (Bali)
  • Batam Centre

VOA Extension: Staying Beyond 30 Days

The VOA/e-VOA can be extended once for another 30 days, giving you up to 60 days total in Indonesia.

Extension Requirements

  • Apply before your initial 30 days expire; at least 7 days before expiry is recommended
  • Extension fee: IDR 500,000
  • Apply online via evisa.imigrasi.go.id or through a licensed visa agent
  • You’ll need a sponsor for the extension
  • Biometric data (fingerprints/photos) may be required as part of the process

Extension Process

  1. Prepare required documents (passport, copy of VOA stamp or e-VOA approval, completed extension form)
  2. Submit the extension application online through the official immigration website or at the nearest Kantor Imigrasi (Official Immigration Office)
  3. Complete immigration verification
  4. Receive extended stay permit approval

Important: The extension application must be submitted before the original 30 days expire. If you apply through a licensed agent, the extension can be handled entirely online.

Converting C1 to KITAS

The C1 visa can be converted to a Limited Stay Permit (KITAS) without leaving Indonesia.

How It Works

  • You apply for a Bridging Visa with 60‑day stay validity
  • You need at least 15–30 days of valid stay remaining on your current visa
  • You’ll need a sponsor and supporting documents
  • The conversion process typically takes 4–6 weeks

VOA (B1) cannot be converted to a KITAS. If you think you might want to stay longer, start with the C1.

Common Mistakes to Avoid

  1. Assuming your Qatar ID gives you visa‑free access. It doesn’t. Visa policy is based on your passport.
  2. Forgetting the arrival card. Everyone needs to complete it within 3 days of arrival.
  3. Leaving it to the last minute. Apply for your visa and arrival card at least two weeks before travel.
  4. Not checking passport validity. Needs to be valid for 6 months beyond travel.
  5. Ignoring overstay fines. They start at IDR 1,000,000 per day.
  6. Using the wrong visa category. VOA when you need C1 (or vice versa) can cause serious problems.
  7. Not having a return or onward ticket. Immigration officers may ask to see it upon arrival.
  8. Using unofficial websites. Only use government sites with ‘go.id’ addresses for visa applications and the arrival card.
